A Nation at Risk was released to the U.S. Secretary of Education in April, 1983. It was issued by the National Commission on Excellence in Education. NCEE was an 18-member panel appointed in August of 1981. The commission was created during a time of growing public concern over the quality of American schools. They were charged with reporting issues and making recommendations for reforms.
